The imperial equivalent is 35.74 + 0.6215T − 35.75V^0.16 + 0.4275T·V^0.16 (°F, mph). The US and Canada adopted it in November 2001.
冻伤风险等级依据什么？Where do the risk levels come from?
参照加拿大环境部的风寒等级：−10 到 −27 为中等，−28 到 −39 时裸露皮肤 10–30 分钟可能冻伤，−40 到 −47 为 5–10 分钟，−48 到 −54 为 2–5 分钟，−55 以下不到 2 分钟（单位 °C）。They follow Environment Canada's wind chill categories: −10 to −27 moderate; −28 to −39 skin can freeze in 10–30 minutes; −40 to −47 in 5–10 minutes; −48 to −54 in 2–5 minutes; below −55 in under 2 minutes (°C).
为什么风速要用 10 米高处的？Why the wind at 10 m?
天气预报中的风速一般是 10 米高处测得的，公式已经把它换算到人脸高度（约 1.5 米），所以直接填预报风速即可。Forecast winds are measured at 10 m; the formula already adjusts to face height (about 1.5 m), so just enter the forecast wind speed.
